Funnel Cloud
A rotating cone of condensed water droplets extending from a cloud that has not reached the ground. When it touches down, it is a tornado.

How to spot it
A cone or rope hanging from a wall cloud. A swirl of dust or debris under it means the circulation is already at the ground and it is a tornado, even if the funnel itself seems not to touch.
On radar
A velocity couplet near the base of the storm.
Safety
Treat any funnel cloud as a tornado that has not yet fully formed. Seek shelter.
